Although the term ‘vulnerable children’ is perhaps most often used now to describe children at risk of social exclusion, it should not be assumed that all practitioners necessarily have the same concept in mind whenever they refer to a particular child or group of children as being ‘vulnerable’. For many practitioners, ‘vulnerable children’ is a broadly descriptive term. When the Department of Health, the Department for Education and Employment, and the Home Office published the Framework for the Assessment of Children in Need and their Families in 2000, for example, the guidance defined vulnerable children as ‘those disadvantaged children who would benefit from extra help from public agencies in order to make the best of their life chances
